The New Hope Springs neighborhood is an active multigenerational community of 69 properties in southern Hillsborough, North Carolina which enjoys a variety of activities both in and out of the neighborhood. Our streets are state-maintained (in the larger section) and vehicular traffic is limited to 25 mph, which allows for walking with each other or with pets, bike-riding, and safe streets for residents and their children.
A copy of the neighborhood plan is filed with the Register of Deeds and the layout of the neighborhood is visible using the Orange County Planning GIS maps here.
Please note that there are two sections to the neighborhood: one private road development of four homes on the northern side of Davis Rd, and the majority of homes on the southern side of Davis Rd. This larger section of the neighborhood has state-maintained roads.

Key Reminders To Share With Clients
We have an active neighborhood Board that helps maintain neighborhood ambiance through its interaction with neighbors and oversight of the neighborhood covenants. The covenants are enforced and can be viewed or downloaded from the Covenants page of our site.
Annual dues are currently $150 per year and are collected in January via mailed invoice. Dues go toward maintenance of the common areas and neighborhood lighting, and provide an emergency fund if something arises in the neighborhood that needs immediate action at the Board’s discretion.
Any actions taken by the homeowner to visually alter their property, such as landscaping, paint color, or additions/alterations, must first be approved by the Architectural Review Committee (ARC). If this process involves adding a structure to the property, it may also involve an initial inquiry with the Orange County Planning Department (919) 245-2575 to determine if the project is allowed and/or needs a permit. The property owner is therefore required to first call the OCPD to determine whether that is necessary. Homeowners can download a copy of the ARC Checklist, which is a list of steps to take in the submission, review, and approval process, available on the ARC Checklist page.
The Homeowner’s Association Board holds regular (Board-only) meetings and schedules one annual (open) homeowner meeting in the Fall to summarize the year, present relevant data such as the treasurer’s report, and discuss any community issues that the participants raise.
Board members for the seven positions serve three-year terms. Residents are encouraged to volunteer for any open positions, nominations are taken at our annual meeting. Mailed ballots are distributed shortly after nominations have been completed to fill the positions for the next term, which begins in January of the next year.
